The Role
The Payroll and Data Administrator is responsible for delivering accurate and efficient processing of employee lifecycle data, ensuring all changes—such as new starters, transfers, promotions, and leavers—are recorded correctly and in line with statutory and internal payroll requirements. The role maintains high-quality employee records across HR and payroll systems and ensures all associated documentation (contracts, change forms, and HR records) is correctly uploaded and stored.
A key part of the role is safeguarding data integrity through routine audits, validation checks, and compliance with legislation including HMRC, pensions, benefits, GDPR, and wider employment regulations. The Payroll and Data Administrator also supports audit activity by preparing evidence, reviewing data consistency, and maintaining robust data controls.
The role provides frontline support by managing routine payroll and HR data queries, offering clear advice to employees and managers, and escalating more complex issues to specialist team members. In addition, the role supports testing activities for system upgrades, patches, and workflow improvements, and collaborates closely across HR, Payroll, Systems, and Benefits teams to ensure smooth delivery of processes.
Key Accountabilities
Employee Lifecycle Administration
- Process documentation and data changes for new starters, transfers, promotions, and terminations.
- Maintain accurate employee records across the HR and payroll system
- Ensure all data entry complies with statutory legislation and internal payroll schedules.
- Ensure employment contracts, change forms, and HR documentation are uploaded and recorded accurately.
- Liaise with HR, managers, and employees to confirm required data and approvals.
Data Quality, Validation & Compliance
- Conduct routine data audits to ensure accuracy and consistency across systems.
- Support compliance with HMRC, pensions, benefits, and employment legislation.
- Maintain confidentiality and adhere to GDPR and data protection requirements.
- Assist with producing evidence for internal and external audits.
Queries & Customer Support
- Monitor shared mailboxes and respond to routine payroll and HR data enquiries in a timely and professional manner.
- Escalate complex queries to specialist team members.
- Provide clear guidance to employees and managers on data-related processes.
Systems & Process Support
- Assist in system testing for upgrades, patches, and process improvements.
- Support cross-team collaboration among HR, Payroll, Systems, and Benefits teams.
Person Specification
Experience
- Experience processing employee lifecycle changes (new starters, transfers, promotions, leavers) and maintaining accurate HR/payroll records with correct documentation.
- Skilled in conducting routine data audits, ensuring compliance with HMRC, pensions, benefits, GDPR, and employment legislation, and supporting internal/external audits.
- Experienced in handling routine HR/payroll queries, providing guidance to managers and employees, and escalating complex cases appropriately.
- Involved in system testing for upgrades, patches, and process improvements, collaborating with HR, Payroll, Systems, and Benefits teams.
Skills & Competencies
- Strong attention to detail and organisation, able to manage multiple data tasks while meeting deadlines.
- Effective communication skills, providing clear guidance and professional responses to data and payroll queries.
- Analytical and data-checking skills, supporting audits and ensuring data integrity.

Knowledge
- Understanding of the full employee lifecycle and related data requirements.
- Knowledge of statutory payroll compliance, HMRC rules, pensions, benefits processes, and employment legislation.
- Strong understanding of GDPR, data protection, audit evidence needs, and data validation standards.
- Familiarity with HR/payroll systems, data entry, validation checks, and supporting system testing.
